As of October 2009 Adult Services has invested a further £50,000 into the carer's one-off cash payment fund - drawn from the Transforming Social Care Grant and Carers Grant - to support local Carers in Ealing.

The purpose of this fund is to provide one-off direct cash payments to support carers, not in just having a break, but with the wider aspects of their caring role. The direct cash payment effectively offers the recipient a cash sum in lieu of services being provided directly by the Council, which in turn provides greater choice and control to the carer in meeting their needs. Examples of how the one-off cash payment might be used include:
  •     Help with training or finding employment
  •     Purchase of a mobile phone to stay in touch with home
  •     Purchase of domestic monitoring equipment to assist the carer at night
  •     Support with the purchase of driving lessons to enable the carer to attend appointments
  •     Purchase of moving and handling classes (or access to other related carer training)
  •     Purchase of a washing machine (or similar care related domestic equipment)
  •     Assistance with the purchase of a short holiday or break, to enable carers to have time for themselves.
  •     Purchase of a leisure or cinema pass
The one-off fund is available up to the 31st March to carers on a first-come-first served basis.

Eligibility criteria

To be eligible for a one off direct cash payment the carer must:
  •     be a resident of the London Borough of Ealing
  •     be an un-paid carer supporting a disabled child or adult
  •     have an identified caring need* through a carers assessment or agreed with their care manager
*the identified need must relate to the actual carer and not to the person being cared for.

Maximum payment

Cost implications will vary between each case, however, the guide payment for each carer should be around £250 in total. However, a higher payment can be issued in exceptional circumstances where there are no other financial means for the carer, and agreed by the Service Manager.

To ensure flexibility, the fund can be used to assist a carer to purchase a more expensive item or service i.e. the fund contributes a part of the cost and the carer contributes the remainder.

It should be noted that access to this grant scheme cannot be guaranteed and is subject to available funds.

Access

Access to the scheme is via a care manager following a carers assessment. Support and advice on the process and criteria is further available from Ealing Direct on (020) 8840 2356 or Typetalk: (020) 8840 3264
